How to start a forex brokerage: dealing model first, then the license and capital.
Before a forex brokerage takes its first client, a financial regulator has to license it. The order of decisions saves months: how you will execute orders, where your clients live, then the country, the capital and the people the regulator approves by name. Below are 10 licensing routes, the requirements and the steps, with figures from laws and regulators' rules as of October 2026.

Where to start a forex brokerage: 10 licensing routes

Decide how you will execute client orders
The dealing model sets the licence class and the capital before anything else. A pure agency broker only receives, transmits or executes orders and never becomes the client's counterparty. A market maker takes the other side of the client's trade and keeps it on its own book.
Then pick the country your clients need
The licence has to cover the clients you plan to onboard, not the other way round.
Capital and other requirements, country by country
Most regulators want the capital paid in before they grant anything, and some want it kept in their country. Figures from each law or regulator's rules as of October 2026.
| Country | Capital | Other requirements in the rules |
|---|---|---|
| EU, any member state (MiFID II) | €75,000 for agency without client money, €150,000 with it, €750,000 for own account or matched principal | Head office in the licensing state; at least two people effectively direct the firm |
| United Kingdom (FCA)More details → | £75,000, £150,000 or £750,000, by permission | Retail CFD margins from 3.33% (30:1) to 20% (5:1); no crypto derivatives for retail clients |
| Seychelles (FSA)More details → | US$100,000 paid up, kept in a bank account | Two directors who are natural persons; a full-time resident director; two resident fit and proper people at all times; a licensed representative; an office in Seychelles |
| Mauritius (FSC)More details → | MUR 1,000,000 stated unimpaired capital | A dealer team of at least two; compliance officer, MLRO and deputy MLRO; two full-time officers on the island for a domestic company |
| Vanuatu (VFSC)More details → | VT 5,000,000 deposit with the Commissioner, kept while the licence lasts | An office in Vanuatu with a manager or director who lives there 6 months a year, or a licensed manager; directors and managers with 5 years' experience in securities |
| Belize (FSC)More details → | BZ$1,000,000 as principal, BZ$240,000 as agent | Capital held in Belize in Belize-dollar assets, deposited before registration |
| Labuan (Labuan FSA)More details → | RM1,000,000 paid up, RM1,500,000 with digital assets | Intermediary only; institutional and high-net-worth clients; leverage up to 100:1 |
| Cayman Islands (CIMA)More details → | CI$100,000 or a quarter of annual expenditure, whichever is greater | CI$1,000 to apply, CI$10,000 on grant and every year |
| Georgia (NBG)More details → | GEL 500,000 | Capital kept at every stage of business; decision within 45 working days, plus up to 15 |
Capital is not a fee: it remains the company's money, and in Vanuatu the deposit sits with the Commissioner while the licence lasts. Regulator fees, the office, salaries and audits come on top, and our written assessment lists them line by line.

How to start a forex brokerage in six steps
Agency or own account, the instruments, the countries your clients live in. These answers fix the licence class and the capital, so we put them in writing first.
EU or UK retail points to MiFID II or the FCA. Clients elsewhere open the offshore dealer routes, and institutional or high-net-worth flow suits Labuan.
The local company, the capital paid in, directors, a compliance officer and an MLRO appointed, and residents hired where the law asks for them.
Business plan and projections, dealing and risk manuals, client-money and AML procedures, platform and liquidity contracts, fit and proper forms for every key person.
Rounds of questions until the regulator decides: 6 months from a complete file in the EU, usually 6 at the FCA, 45 working days from filing in Georgia.
Bank and payment accounts, liquidity and the platform go live, and the EU passport is notified. In Vanuatu trading must start within 6 months of the grant, or the licence can be revoked.
A law firm, not a licence reseller.
The forex market is full of intermediaries selling flags by the unit. Including flags that are not licences at all. We are a legal and advisory firm: we tell you what a route actually buys, build the file the supervisor reads, and stay on it after the licence is issued.
60+ specialists work on applications directly. Lawyers, compliance and finance people, not an outsourcing chain of resellers.
Before you pay anyone, you get a written view of what the licence does, where its limits run, and whether it is a licence at all. We have written that opinion about offers already sitting on a client's desk.
The quote you approve is the price you pay. Government, regulator, audit and capital costs are stated separately and upfront.
Business plans, capital models, client-money and conduct architecture and AML/CFT packs drafted to the standards CySEC, the FCA, ASIC and the FSA actually check.
Fee and reporting calendars, renewals, representative filings, audits, and the migration path when a project outgrows the licence it started on.
The people who will prepare your file

15 years in FinTech and payments. Maps your dealing model to the right licence class and leads the file to the regulator's decision, including banking and payment rails.
Builds the application itself: the local company, AML/KYC policy pack, capital structure and tax registrations. His document sets are the reason reviews finish in months, not years.

Starting a forex brokerage: the questions we hear most.
How do I start a forex brokerage?+
Six moves, in this order. Decide how you will execute orders, agency or own account, and where your clients live. Pick the jurisdiction and licence class that cover those clients. Set up the local company, pay in the capital and appoint the people the regulator has to approve. Build the file: business plan, manuals, AML and client-money procedures, platform and liquidity contracts. Answer the regulator's questions until it decides. Then open bank and payment accounts and go live.
How much capital do I need to start a forex brokerage?+
It depends on the model and the country. In the EU: €75,000 for a pure agency firm that never holds client money, €150,000 if it does, €750,000 for dealing on own account, matched principal included. The UK sets £75,000, £150,000 and £750,000 on the same logic. Offshore, the Seychelles wants US$100,000 in a bank account, Mauritius MUR 1,000,000, Belize BZ$1,000,000 for trading as principal, Vanuatu a VT 5,000,000 deposit and Labuan RM1,000,000 paid up. Capital is not a fee and remains the company's money, though Vanuatu's deposit stays with the Commissioner for as long as the licence lasts.
Can I start a forex brokerage without a license?+
Not if your company onboards clients and handles their orders. In the EU even receiving and transmitting orders is an investment service that needs authorisation, and a white-label platform gives you software and liquidity, not a licence. The lighter legal route in the EU is to act as a tied agent of a licensed firm, which stays fully responsible for you and has you entered in a public register (MiFID II art. 29). A company registered in St Vincent or Saint Lucia does not solve it either: neither country licenses forex brokerage.
Which country is best for a new forex brokerage?+
The one your clients need. EU retail clients require a MiFID II firm in a member state, passported to the other 29 EEA states; any EU state can grant it, Cyprus and Estonia among them. UK retail requires the FCA. For clients outside the EU and the UK, the Seychelles, Mauritius and Vanuatu license dealers and Belize registers them, with capital from MUR 1,000,000 in Mauritius to BZ$1,000,000 in Belize. Labuan is aimed at institutional and high-net-worth clients.
How long does it take to start a forex brokerage?+
It depends on where the clock starts. EU regulators must decide within 6 months of a complete file. The FCA usually assesses a complete application in 6 months, and an incomplete one can take up to 12 from the day it arrives. Georgia's central bank decides within 45 working days of receiving the application, with at most 15 more, and the Seychelles FSA works to a 30 working day service standard for a complete file. Before any of that come the company, the capital, the people and the documents, and how fast they are ready is mostly up to you.
Do I need an office and staff in the licensing country?+
Often yes, and the rules spell it out. A Seychelles dealer has needed a resident director working full time since 1 January 2025, plus two resident fit and proper people on hand at every moment. Vanuatu can refuse a licence unless the firm has an office there with a manager or director living in the country six months a year, or a licensed manager. A domestic Mauritius dealer needs two officers based there full time. In the EU the head office has to sit in the state that grants the licence.
Market maker or agency broker: what changes in the license?+
The capital and the scope. Taking the other side of client trades is dealing on own account: €750,000 in the EU, £750,000 in the UK, and both treat back-to-back matched principal trades the same way, even when the model is sold as STP. A pure agency broker that never becomes the client's counterparty needs €75,000 or £75,000 while it never holds client money, €150,000 or £150,000 once it does. In Labuan a money broker may not act as principal at all.
Can an offshore license serve clients in the EU or the UK?+
Not retail clients. To market to them you need a MiFID II authorisation in a member state or FCA permission, and an offshore dealer licence or registration is neither. An EU passport no longer reaches the UK either. Offshore licences carry clients in countries that allow foreign brokers, which is why groups often pair one with an EU or UK firm.
What else do I need to launch besides the license?+
A trading platform, your own or a white label, liquidity providers, banks for company and client money, payment providers and an auditor. Plan the launch together with the licence. In Vanuatu the licence can be revoked if trading has not started within 6 months of the grant, and an EU firm notifies its passport through the home regulator, which forwards it within one month for cross-border services and within three months for a branch.
Can I buy a company that already holds a forex license?+
Yes, but the regulator approves the buyer first. In the EU anyone acquiring 10% or more of an investment firm, or crossing 20%, 30% or 50%, has to notify the regulator in advance. It has 60 working days to assess them, plus up to 20 more (30 for buyers from outside the EU) while it waits for answers. In the UK, completing the purchase before approval is a criminal offence. The company's history and liabilities come with it, so the checks before signing matter as much as the price. Prifinance also sells licensed forex companies of its own, in Mauritius, Vanuatu and Cyprus.
