Visa-free Europe is not a permanent feature of these passports

The European Union treats investor citizenship as a security and migration risk, and it has already acted on that view once. Anyone selling you a passport on the strength of a Schengen count owes you this page.

Vanuatu no longer has EU visa-free travel at all. What every one of these programmes will ask of you

The programmes differ on price and speed. They barely differ on this list, and this list is where applications actually fail.

A clean criminal record Police certificates from every country you have lived in, usually for the last ten years, legalised and translated.

Source of funds, documented to the payment Not a letter asserting where the money came from. The chain of documents that proves it, from the earning event to the account it sits in.

Source of wealth, across the years How the capital was accumulated over a career, not just where it sits today. This is the part most refused files get wrong.

No undisclosed visa refusal A refusal from a country the programme has visa-free access to is disqualifying in several of these programmes, and always disqualifying if you hide it.

No sanctions exposure Neither you nor a close associate on any sanctions list. Screening is run by an outside firm the government pays, not by us.

Medical evidence A medical certificate, and in some programmes an HIV test, for every applicant over the stated age.

Five stages, and the real timing of each

STEP 01
Eligibility and choice of programme

We look at your passport, your travel, your family and your money, and say which of the seven is worth filing - or that none of them is. Written, free, and before any fee is paid.

STEP 02
The source-of-funds file

The slowest part, and it is on you as much as on us. Bank records, sale contracts, tax returns, company accounts. Everything that turns a balance into a documented history.

STEP 03
Filing through the licensed agent

The application goes to the unit through an authorised agent. From here the authority speaks to the agent, and the agent speaks to us.

STEP 04
Government due diligence

An outside vetting firm checks you, your money and your associations. Questions come back; answering them fast is what keeps the file moving.

STEP 05
Investment, oath and passport

On approval-in-principle you pay the contribution or complete the purchase. Then the certificate of registration, then the passport.

Good to know

What citizenship does - and does not - do to your taxes

This is the most oversold part of the whole market. A passport is not a tax residence, and none of these programmes moves your tax base by itself.

Tax follows residence, not citizenship

Except for a handful of countries, where you pay tax is decided by where you actually live. Buying a Caribbean passport while living in Europe changes nothing.

The islands themselves are genuinely low-tax

Saint Kitts and Nevis has had no personal income tax since 1980, and Vanuatu levies no income, capital gains or inheritance tax at all. That matters only if you move there.

The Caribbean states do tax residents

Dominica, Grenada and Saint Lucia all run personal income tax with rates up to 30-35% once you are ordinarily resident. Grenada does not tax foreign income.

CRS does not care about your new passport

Banks report on tax residence, and a second citizenship does not erase the first one. Anyone selling a passport as a reporting fix is selling you a problem.

Important: If the reason for the passport is tax, the conversation you need is about residence and exit taxes first. We will have that one before we file anything.

Questions we get before the first payment

Which programme is the cheapest?+

Vanuatu, at 130,000 USD for a single applicant. Among programmes that still carry EU visa-free access, Dominica at 200,000 USD.

Which is the fastest?+

Vanuatu has a three-month deadline written into the Citizenship Act, and Saint Lucia publishes a target of around 90 days. Antigua and Barbuda and Türkiye publish no processing time at all.

Do I have to live there?+

In five of the seven, no, not even a visit. Antigua and Barbuda requires five days of presence in the first five years. Türkiye requires nothing once citizenship is granted.

Is the money refundable if I am refused?+

The investment itself is only paid after approval-in-principle, so it is not at risk. The government due-diligence fee is paid up front and is not refunded. That is the money the eligibility check protects.

Can I be refused, and why does it happen?+

Yes. The usual causes are an undocumented source of funds, a visa refusal that was not disclosed, adverse media, or a sanctions association. Almost none of them are about the amount of money.

Does a second passport lower my taxes?+

By itself, no. Tax follows residence. Changing residence is a separate exercise with its own consequences, including exit taxes in some countries.

Do I have to give up my current citizenship?+

These programmes do not ask you to. Whether your own country allows dual citizenship is a question about its law, and we will check it before you file.

What happened with Vanuatu and the EU?+

Visa-free travel was suspended in 2022 and then ended altogether - the Council removed Vanuatu from the EU visa-free list on 12 December 2024, made permanent by Regulation (EU) 2025/11.

Could the Caribbean programmes lose visa-free access too?+

They keep it today, and they are inside the Commission's formal monitoring under the visa suspension mechanism. We do not predict outcomes; we tell you the status when you ask.

Can my family be included?+

Yes - spouse, children and, in most of these programmes, dependent parents. Each additional person changes the total, sometimes enough to change which programme is cheapest for you.
