As St Vincent's FSA tightened its perimeter, much of retail FX's entity traffic moved one island south, and Saint Lucia's IBC register grew into the region's busy successor. The legal reality deserves the same candour here: the Financial Services Regulatory Authority licenses international banks, insurers, money services businesses and fiduciaries; retail forex brokerage is not among its licensable categories, and an IBC certificate is a registration, not a permission. Securities business proper in the OECS runs under the Eastern Caribbean's regional framework - none of which turns an island IBC into a licensed broker.
