Forex license in Qatar: QFC route, wholesale clients only.

A forex license in Qatar is an authorisation from the Qatar Financial Centre Regulatory Authority (QFCRA) to deal in investments in or from the Qatar Financial Centre (QFC). Dealing as principal makes the firm a banking business firm, and QFC banking is wholesale only, so retail FX and CFDs are effectively closed. Capital, fees and timing are confirmed in the quote. Qatar in brief

Forex license in Qatar: the QFC takes wholesale dealers, not retail CFD brokers.

The Qatar Financial Centre has no forex or CFD licence as such. It rests on Law No. 7 of 2005 (the QFC Law), in force since 1 May 2005, with law parallel to but separate from that of the State of Qatar; under art. 18, business done under a QFC authorisation breaches no criminal or other law applicable in the State. The centre has three independent bodies: the QFC Authority (QFCA), which licenses firms and registers companies through its Companies Registration Office (CRO); the QFCRA, which authorises and regulates firms carrying on Regulated Activities; and the Qatar International Court and Dispute Resolution Centre, set up by QFC Law No. 2 of 2009. The Financial Services Regulations (FSR) set the prudential and compliance regime. A broker applies for dealing in investments. Authorised to deal as principal, it becomes a banking business firm under the Banking Business Prudential Rules 2014 (BANK), which reflect Basel III.

That classification decides the client base. As a policy matter, QFC banking business is restricted to wholesale banking only, and banking business with or for retail customers resident in Qatar is prohibited, so a QFC dealer is a wholesale, institutional business. Onshore regimes are separate. The Qatar Financial Markets Authority (QFMA) licenses securities brokers on the Qatar Stock Exchange under Law No. 8 of 2012. The Qatar Central Bank (QCB) licenses exchange houses under Law No. 13 of 2012. Inside the centre, the QFCA's list of activities currently permitted and authorised by the QFCRA runs from corporate, investment and private banking to asset management and funds, insurance, Islamic and alternative finance and representative offices, with no line for retail brokerage, forex or CFDs. Before any formal application, the QFC's Financial Services Sector (FSS) tests whether the business is a strategic fit and whether its activities are permitted in the QFC.

A QFCRA authorisation for dealing in investments under QFC Law No. 7 of 2005 and the FSR. Dealing as principal makes the firm a banking business firm under BANK; there is no forex or CFD category.

QFC banking is wholesale only and retail customers resident in Qatar are off limits, so retail FX and CFDs are effectively closed. Fees, capital and timing are confirmed per case; tax is 10%.

The route and its limit

A wholesale dealer inside the QFC, the retail book outside it.

The QFCRA authorises activities, not products. One of them decides everything that follows: dealing in investments as principal turns a QFC firm into a banking business firm, which fixes its clients at wholesale and its prudential rulebook at BANK.

The wholesale QFC dealer

A firm authorised to deal in investments as principal is a banking business firm, under the same BANK rules as a deposit-taking bank. It may deal with wholesale clients locally, regionally or internationally, in any currency. The QFCRA's application and annual fees and the base capital of the banking prudential rules are confirmed in the quote.

02 - WHAT THE QFC DOES NOT DO
Retail FX and CFDs

The retail book, licensed elsewhere

Retail FX and CFDs have no line in the QFCA's list of permitted activities, and QFC policy bars banking business with retail customers resident in Qatar. A group with a retail plan licenses that book outside the QFC and keeps the QFC firm wholesale. We compare a CySEC CIF in Cyprus (€75,000-€750,000, ESMA retail rules) with the FSC's investment dealer licence in Mauritius (MUR 1,000,000).

Costs and timelines are confirmed for your case before any work begins. The QFCA's own fee of USD 500 to apply and USD 500 a year covers non-regulated firms only; an authorised dealer pays the QFCRA's fees, which we confirm before quoting.

Why Qatar

What the QFC gives a wholesale dealer, and what it holds back.

A QFC firm gets its own law and courts and may be wholly foreign-owned; retail FX and CFDs are effectively closed to it.

✓
A law and a court of its own

QFC regulations govern a QFC firm's contracts with parties in the centre or elsewhere in Qatar unless the parties agree otherwise (QFC Law, art. 18(3)). Disputes go to the Qatar International Court and Dispute Resolution Centre, with its Civil and Commercial Court and its Regulatory Tribunal.Art. 18(3) contracts; QICDRC since 2009.

✓
Wholly foreign-owned

The QFC allows up to 100% foreign ownership, so a dealer needs no Qatari shareholder. Its registered office must sit on QFC designated premises, which the QFCA counts at more than 81 locations. No Qatari shareholder needed.

✓
Clients abroad, any currency

A QFC firm may deal with customers locally, regionally or internationally, and the centre puts no restriction on the currencies it trades. Location does not lift a prohibition, though: what the QFCA or the QFCRA forbids stays forbidden wherever the customer is.Any currency; no passport.

✓
Basel-grade supervision

The QFCRA supervises on a risk basis, guided by Basel Committee, IAIS and IOSCO standards, and BANK reflects Basel III, the Basel Accords and the Basel Core Principles. Its public register shows each firm's scope of authorisation, and a second register lists the Approved Individuals.BANK reflects Basel III.

✓
Tax at 10%, rulings in 30 days

Profits from Qatar sources are taxed at 10% under the QFC Tax Regulations (2010), and payments to recipients abroad carry no withholding. A firm that wants certainty first can ask for a tax ruling, with a target turnaround of 30 days.Rulings targeted in 30 days.

✓
Warning: retail effectively closed

The QFC is the wrong address for a retail CFD brand. Principal dealing puts the firm under the wholesale-only banking policy, and the QFCA's list of permitted activities names no retail brokerage, forex or CFD line, so that book needs a licence elsewhere.Retail FX and CFDs effectively closed.

How it compares

How Qatar differs from other routes.

Qatar's 10% on locally sourced profits sits between the UAE's 9% and the 15% headline rates of Cyprus and Mauritius. The wider gap is the client base. A CySEC CIF in Cyprus takes retail CFD clients under the ESMA rules at €75,000-€750,000 of initial capital, and the FSC licenses FX dealers in Mauritius at MUR 1,000,000. In the Gulf, the DFSA in Dubai sets its dealing tiers at USD 500,000 and USD 2 million.

The QFCA's guide sets out the path for a regulated firm, from the Regulatory Business Plan to the conditions agreed before approval. For a principal dealer the file comes down to the ten points below.

01
Strategic fit - a Regulatory Business Plan for the FSS, which reviews whether the business suits the QFC and whether its activities are permitted there.
02
Scope - the FSR Regulated Activities the firm will carry on, with dealing in investments as principal making it a banking business firm.
03
Client base - wholesale only, since QFC policy prohibits banking business with or for retail customers resident in Qatar.
04
Capital - base capital under the Banking Business Prudential Rules 2014 (BANK) for a principal dealer, confirmed in the quote against the rulebook in force.
05
Legal form - a QFC company registered with the CRO, or a branch whose home country the QFCRA accepts after a review against the Basel Core Principles or IAIS standards and IMF-World Bank FSAP findings.
06
Approved Individuals - each Controlled Function under the Governance and Controlled Functions Rules 2020 (CTRL), from executive governance and finance to compliance oversight, risk management, internal audit and the MLRO, performed only by a person the QFCRA has approved.
07
Residence - the senior executive function, and for a QFC bank also risk management, compliance oversight and the MLRO, held by people ordinarily resident in Qatar.
08
Premises - a registered office on QFC designated premises, a condition for every QFC-licensed firm.
09
Formal application - compliance arrangements, IT systems, financial information, AML systems and business continuity planning, submitted once the FSS review has succeeded.
10
AML - a risk-based programme under Law No. 20 of 2019, as amended by Decree Law No. 19 of 2021, and the QFC's AML/CFT Rules 2019, an MLRO and a deputy MLRO at all times, and suspicious transactions reported to the Qatar Financial Information Unit (QFIU).

The plan goes to the FSS, which decides whether the business is a strategic fit for the QFC and whether the centre permits its activities.Strategic fit reviewed.

02
Invitation and legal presence

After a successful review the QFC invites a formal application, and the applicant applies to the CRO for its legal presence in the centre.Formal application, CRO presence.

03
Pre-application meeting and file

The QFCRA expects to meet the applicant before the formal application arrives. The file then sets out the compliance, IT, AML and continuity arrangements and the financial information.Compliance, IT, AML, continuity.

04
Assessment

The QFCRA assesses the application and the Approved Individual candidates, and we give the timing for that stage per case.Timing confirmed per case.

05
Conditions and authorisation

Before approval, the QFCRA and the firm agree what must be in place before business starts: staff, place of business and systems. The scope of authorisation then appears on the QFCRA's public register.Staff, premises, systems agreed.

A QFC dealer pays 10% on locally sourced profits under the QFC Tax Regulations (2010), and the 0% concession is not written for dealers.

10% on locally sourced profits

The QFC Tax Regulations (2010) set the rate at 10% on profits arising in or derived from Qatar. FAQ

The QFCRA, wholesale dealing and retail CFDs: what founders ask.

What licence does a forex dealer need in the QFC?+

A QFCRA authorisation for dealing in investments, together with a QFCA licence and a company or branch registered with the CRO. The QFCRA authorises activities rather than products, so the centre has no forex or CFD category, and a firm may conduct only the activities it is authorised for.

Can a broker offer retail CFDs from the Qatar Financial Centre?+

Not in practice. A firm dealing as principal is a banking business firm, QFC banking business is restricted to wholesale banking only, and banking business with retail customers resident in Qatar is prohibited. Nor does the QFCA's list of currently permitted activities contain a brokerage, forex or CFD line.

What is a banking business firm in the QFC?+

A QFCRA-authorised firm whose scope covers deposit taking, providing credit facilities or dealing in investments as principal. It falls under the Banking Business Prudential Rules 2014 (BANK), which reflect Basel III, and QFC policy confines its banking business to wholesale clients.

Where must the managers of a QFC dealer live?+

In Qatar, for whoever holds the senior executive function: that Approved Individual should be ordinarily resident there. For a QFC bank the same applies to the risk management, compliance oversight and MLRO functions, and the AML rules require an MLRO and a deputy MLRO at all times.

How long does a forex license in Qatar take?+

There is no retail forex licence in the QFC to time. For a wholesale QFCRA authorisation there is no decision period we can quote, so we confirm the timing per case. The path runs from the strategic-fit review of the business plan through a formal application to the staff, premises and systems agreed with the QFCRA before approval.

What does a forex license in Qatar cost?+

A retail one is not on offer in the QFC. For a wholesale dealer, the QFCRA's application and annual fees and the BANK base capital are confirmed in the quote. The USD 500 fee in the QFCA's guide applies to non-regulated firms, not to a dealer.

Can a QFC firm deal with clients outside Qatar?+

Yes, within its authorisation: a QFC firm may transact business with customers locally, regionally or internationally, in any currency. It may not engage in any activity that the QFCA or the QFCRA prohibits, whatever the customer's location, and its authorisation carries no passport into other markets.

How is a dealer in the QFC taxed?+

At 10% on locally sourced profits under the QFC Tax Regulations (2010). The 0% concessionary rate goes to investment managers, reinsurers, captive insurers and businesses at least 90% Qatari-owned, not to a foreign-owned dealer, and payments to recipients outside Qatar carry no withholding tax.

Qatar or Dubai for an institutional dealer?+

It turns on where the counterparties sit. The DFSA's tiers are USD 500,000 for Category 3A and USD 2 million for Category 2, and our own Dubai office files with the DFSA. Qatar suits a group whose wholesale business is already in Doha, and it taxes locally sourced profits at 10%, against the UAE's 9%.

Why Prifinance for Qatar?+

We tell a founder at the start whether the QFC fits the model, then write the Regulatory Business Plan, build the QFCRA application and handle CRO registration and the Approved Individual candidates. The work runs through our Doha office; where the plan needs retail clients, we build that licence outside the QFC.

What licence?+

QFCRA authorisation plus QFCA licence.

Retail CFDs?+

Effectively closed in the QFC.

Banking business firm?+

Principal dealer under BANK, wholesale only.

Residence?+

Senior executive in Qatar.

How long?+

No decision period we can quote; confirmed per case.

Cost?+

QFCRA fees and capital in the quote.

Clients abroad?+

Yes, wholesale, any currency.

Taxes?+

10%; 0% not for dealers.

Or Dubai?+

DFSA tiers USD 500k-2M; our own office.

Why you?+
