Mohéli - Mwali - is the smallest island of the Union of the Comoros, and its registry brand, the 'Mwali International Services Authority', has become the highest-volume seller of budget financial 'licences' on the internet: brokerage, banking and investment certificates issued in days at prices no supervised regime could match. The reason no supervised regime can match them is the product itself: the Union's monetary authority is the Banque Centrale des Comores, whose public position is that only institutions it authorises may conduct financial or banking activity under a Comorian licence - with explicit warnings against entities claiming Comorian financial status without that authorisation.

The market consequences are the same as Anjouan's, amplified by volume: correspondent banks do not recognise the certificate, serious PSPs decline it, and client-state regulators treat holders as unlicensed. What the paper supports is a narrow cosmetic shelf inside otherwise-licensed structures - nothing more, and buyers deserve that sentence before the invoice, not after.
