Bulgarian gambling runs on the Gambling Act (SG No. 26/30.03.2012), amended in 2020, 2024 and 2025. SG No. 69/2020 closed the State Commission on Gambling and moved its powers to the Executive Director of the National Revenue Agency (NRA), so in Sofia the tax authority issues the licences. Online play is licensed as remote gambling, game type by game type: sports betting, betting on random events, casino games and the other types in the tariff, each with an online variant. The tariff under Council of Ministers Decree No. 289/2012 doubles the document-review fee for online games: BGN 40,000 per online sports-betting game and BGN 70,000 for online casino games, 95% of that when filed electronically. Online operators pay a state fee of 20% of the difference between stakes received and winnings paid (art. 30(4)), declared monthly by the 15th. SG No. 14/2020 reserved lottery games, except tombola, bingo and keno, to the state.
The 2024 amendments (SG No. 42/14.05.2024) changed the daily work. Advertising is banned on radio and TV, in print and electronic media and in public places. Internet providers and payment institutions must block unlicensed gambling; art. 97a fines payment institutions BGN 50,000-200,000. Since 01.01.2025 an ordinance caps online losses per period, lower for players under 24. SG No. 49/2025 tied the licence to AML/CFT conduct: five breaches of the same type within a year count as systematic and can cost the licence. The current licence term and the investment threshold for online organisers we confirm with the NRA per case; for casino and gaming-machine operators, SG 42/2024 raised the art. 4(4) minimum from BGN 500,000 to BGN 750,000. Then the draft. The Finance Ministry's amendment, in consultation until 23.10.2026, would require foreign online organisers to keep a place of business and the central computer system in Bulgaria, with its main provisions from 01.01.2027. It is a draft, not law.

The rules on the table
The Finance Ministry's draft amending the Gambling Act (consultation No. 12738-K, open 23.09-23.10.2026) is a draft, not law. As published, it would require foreign online organisers to keep a place of business and the central computer system in Bulgaria, and it would end affiliate-operator licences, mostly from 01.01.2027.

Bulgaria or Romania for a betting-led operator?+
Romania does certainty better: its ten-year term sits in HG 111/2016, its guarantee and every fixed charge in the OUG 82/2023 annex. Bulgaria's case is the fee base - 20% of GGR, against Romania's 21% with a €400,000 minimum plus €800,000 of fixed fees a year. Bulgaria's 2027 rules are still a draft.
