Slovenia in brief

One of Europe's oldest crypto hubs.

Slovenia had a crypto scene before most of Europe noticed the sector. Bitstamp, one of the longest-running exchanges on the continent, was founded here in 2011; the GoCrypto payment network is Slovenian too, and Ljubljana has kept a working community of developers and founders ever since. Under MiCA, the competent authority is the ATVP - the Agencija za trg vrednostnih papirjev, the Securities Market Agency - which authorises and supervises crypto-asset service providers. MiCA has applied in Slovenia since it entered force across the EU, and the ATVP runs the standard 25-plus-40 working-day review clock.

The practical case is a small, euro-using EU member with a real crypto history and a full single-market passport. Company profits are taxed at 22% through 2028 - a temporary rise from the standard 19% to fund flood recovery, reverting to 19% in 2029 - and crypto-to-fiat exchange is VAT-exempt. From 1 January 2026, Slovenia taxes private crypto profits at a flat 25% on disposal to fiat or spending, with crypto-to-crypto swaps left untaxed. We build the file end to end, from the Slovenian company to the ATVP decision.

Licence classes

One authorisation, scoped to your services.

MiCA defines ten crypto-asset services across three capital classes. The ATVP authorises the exact scope you apply for, and that scope drives capital, systems and the depth of the file. We fix the perimeter first, then build once.

Why Slovenia

A crypto-native EU member on the euro.

The framework is MiCA CASP under the ATVP, the Securities Market Agency - in a euro-using member with one of the longest crypto histories in Europe.

A genuine crypto heritage

Bitstamp and GoCrypto were founded in Slovenia, and Ljubljana has kept a live community of developers and founders. The talent, partners and history are already here.Bitstamp and GoCrypto were founded here.

Euro membership

Slovenia is inside the euro zone, so the company banks, prices and settles in euros - no currency layer between you and the single market.Bank, price and settle in euros.

A full EU passport

One ATVP authorisation covers all 27 member states after ESMA notification, reaching the whole single market with no re-licensing.All 27 states after ESMA notification.

A securities regulator in charge

The ATVP supervised Slovenia's capital markets long before crypto. Its CASP authorisation is a financial-market approval, read as such by banks and counterparties.ATVP - a financial-market approval.

A small, workable jurisdiction

Slovenia is compact and reachable - a regulator you can get answers from, and running costs below the large Western economies.Reachable regulator, lower costs.

Corporate rate reverting to 19%

The 22% company rate is a temporary flood-recovery measure through 2028; it reverts to the standard 19% in 2029, one of the more moderate rates in the bloc.22% is temporary through 2028.

How it compares

How Slovenia differs from other routes.

Slovenia is the crypto-native euro route. The honest comparison is positioning: a real crypto history, euro membership and a full passport, from a small and reachable member.

Requirements for the ATVP authorisation.Requirements for ATVP authorisation.

The ATVP reviews a CASP file completely, to a real financial standard. The checklist below is what a file that passes actually contains - built to MiCA, the Slovenian implementation and the ESMA technical standards.

01
Slovenian entity - typically a d.o.o. (private limited company) with its registered office and effective management in Slovenia.
02
Substance - decision-making, compliance and at least part of operations genuinely in the country; letterbox setups fail.
03
Fit & proper management - at least two competent directors with clean records and relevant experience.
04
Own funds - €50,000, €125,000 or €150,000 by service class, or a quarter of fixed overheads if higher.

Programme of operations - services, target markets, volumes and a three-year business plan the ATVP can interrogate.
06
AML/CFT framework - KYC, EDD, monitoring and reporting to the Slovenian Office for Money Laundering Prevention, with a named compliance officer.
07
ICT and DORA compliance - resilience testing, incident reporting, a register of ICT providers and exit plans.
08
Safeguarding of client assets - segregation of client crypto and funds, custody policy and key-management design.
09
Governance - ownership disclosed up to UBOs, qualifying holdings declared, conflicts and complaints procedures.
10
White papers and disclosures where you issue or admit crypto-assets to trading.
11
Wind-down plan - credible, funded and documented.
01
Slovenian d.o.o. with effective management here.
02
