What the country did open, from 2023, was something narrower: data and Bitcoin mining, registered through INSA - the Information Network Security Administration - and powered by cheap hydro electricity from the Grand Ethiopian Renaissance Dam. Around two dozen operators, most of them foreign and largely Chinese-backed, secured power arrangements, and state-owned Ethiopian Electric Power reportedly earned close to 200 million US dollars from mining supply in the first half of 2025.
The honest twist is what happened next. In August 2025 the issuance of new power permits for mining was suspended, because the grid ran short - mining was on track to consume roughly a third of national output - and Ethiopian Electric Power signalled that it would phase crypto mining out over grid-strain concerns. So the 2026 picture is candid: trading stays restricted, and new mining entry is paused and uncertain rather than open. For a trading, exchange or custody model, the realistic route is an offshore licensed hub - the UAE, for example - and mining is realistic only for those who already hold a power and INSA arrangement.
