Ghana formalised its crypto sector at the end of 2025. The Virtual Asset Service Providers Act, 2025 was signed by President Mahama on 29 December 2025, giving the country its first comprehensive legal framework for digital assets - legalising crypto trading and adding consumer-protection and compliance rules. Two authorities share supervision: the Bank of Ghana, which has stood up a dedicated Virtual Assets Regulatory Office (VARO), and the Securities and Exchange Commission. Every VASP operating in or into Ghana must register with the Bank of Ghana, and registration is the gate to the licensing that follows - it is not itself a licence or an approval.
The regime is rolling out in stages. The SEC opened a VASP regulatory sandbox and admitted its first cohort of companies in early 2026, and phased licensing is being introduced through the year, with detailed guidelines on capital, risk and reporting issued alongside it. The market behind this is large and growing fast - transaction volumes reached around $10 billion by late 2025, up sharply on the prior year - and Ghana has signalled ambitions around gold-backed stablecoins. Because the framework is new and the detailed rules are still landing, we track VARO and the SEC closely and build to the current standard.
