Latvia licenses online gambling only through a Latvian company with at least EUR 1,400,000 of paid-up capital, and since 1 April 2026 that licence comes from the State Revenue Service (VID), which absorbed the old gambling inspectorate. An interactive-only licence costs EUR 200,000, then EUR 45,000 a year to re-register; it has no end date. Tax went up on 1 January 2026, a year earlier than first legislated: interactive gambling now pays 15%, up from 12%. VID has 90 days to decide.

Latvia in brief

The tax authority now holds the gambling file.

Two statutes run the market. The Gambling and Lotteries Law (Azartspēļu un izložu likums), consolidated as of 1 April 2026, says who may organise gambling and how; the law On Lottery and Gambling Fee and Tax prices it. The authority changed on that same date. Cabinet Order No. 630 of 3 October 2025 joined the Gambling and Lottery Supervision Inspectorate (IAUI) to the State Revenue Service, and Art. 10(1) now says VID issues the gambling organisation licence. IAUI licences granted up to 31 March 2026 stay valid until their stated re-registration date. The licence has no end date but is re-registered every year (Art. 10(2)). Only a Latvian capital company with EUR 1,400,000 of paid-up share capital may hold it (Art. 8); a foreign company or branch cannot. VID decides within 90 days of the application, or of any extra information it asks for (Art. 13).

The money changed twice in twelve months. A law of 4 December 2024 raised re-registration from EUR 37,000 to EUR 45,000 from 2025 and set higher gambling tax for 2027; on 3 December 2025 the Saeima pulled that rise forward to 1 January 2026. Interactive gambling now pays 15% of organisation revenue, whatever the game, against 12% before. Returns go to VID monthly. The issuance fee is EUR 200,000 for an interactive-only licence and EUR 427,000 for one that also covers land-based gambling, paid within 10 working days of the decision. On conduct, the law sets 18 as the minimum age, makes players register before they play, keeps self-exclusion at 12 months or more, and bans advertising outside gambling venues (Art. 41(5)). Since April 2026 betting brands have one narrow exception, in sport.

The service provider licence

Businesses that create, maintain, give access to or stream online the content operators need hold a gambling service provision licence. The fee depends on devices used in the year, card, dice and roulette tables included: EUR 120,000 for 25 or fewer, EUR 400,000 above 25. The same amount falls due at each annual re-registration.

VID looks at the company, its capital and owners, the people running it and the certified system. A complete file holds the following.

Latvian capital company - registered in Latvia; a foreign company or a branch cannot hold the licence (Art. 8).

Paid-up share capital - at least EUR 1,400,000, with documents showing where the capital came from (Arts. 8 and 11).

Who licenses gambling in Latvia now?+

The State Revenue Service (VID), since 1 April 2026. Cabinet Order No. 630 joined the Gambling and Lottery Supervision Inspectorate (IAUI) to VID, which now issues licences, supervises, keeps the self-exclusion register and orders blocking. Licences the IAUI issued up to 31 March 2026 remain valid until their re-registration date.

What does an interactive licence cost?+

How much capital is needed?+

Can foreign owners hold the company?+

What changed in gambling tax in 2026?+

Interactive gambling went from 12% to 15% of organisation revenue on 1 January 2026; the totalizator and betting line went from 15% to 18%. The rise was legislated for 2027 and brought forward by the law of 3 December 2025. We confirm how the revenue base applies to your product before quoting.

How long does licensing take?+

VID must decide within 90 days of the application, or of any extra information it requests (Art. 13). With company formation, capital and certification, we plan for 6-9 months end to end.

Do B2B suppliers need a licence?+

Yes, a gambling service provision licence for creating, maintaining, giving access to or streaming gambling content. It costs EUR 120,000 a year for up to 25 devices and EUR 400,000 above that, paid again at each re-registration.

Can operators advertise?+

Barely. Art. 41(5) bans advertising gambling and interactive gambling sites outside gambling venues. Since 1 April 2026 licensed betting operators may show trademarks in adult sport with an 18+ warning; the Cabinet reviews that exception by 1 May 2027.

Latvia or Lithuania for a Baltic operator?+

Lithuania asks less capital of a betting-only operator (EUR 289,000) and accepts the branch of an EU-licensed operator, but taxes 22% of GGR and sets the age at 21. Latvia wants EUR 1,400,000 from every operator, taxes interactive play at 15% and keeps the age at 18.
