Jordan's stance on crypto changed in 2025. For years the Central Bank of Jordan warned against virtual currencies and barred banks and financial institutions from dealing in them. Then the government moved from caution to a framework: Law No. 14 of 2025, Regulating Dealings in Virtual Assets, took effect on 14 September 2025 and placed virtual-asset service providers under the Jordan Securities Commission. Implementing rules followed - Regulation No. 94 of 2025 on VASP licensing, and financial- and capital-adequacy instructions phased in across 2026. Only companies, not individuals, can be licensed, and core activities - issuance, brokerage, running an exchange, custody and transfer - need JSC authorisation.

So Jordan now has a dedicated licence, but it is early days. The JSC opened an electronic pre-approval process while supporting instructions were still being finalized through 2026, which means precedent is thin and the practical route runs through close engagement with the regulator. There is also a real limitation to be candid about: the central bank keeps authority over payments and fiat, and its restrictions on banks dealing in crypto have not vanished, so local banking for a crypto business remains hard. No crypto-specific corporate levy - company profits carry Jordan's 20% corporate rate, with higher rates for banks and some financial and telecom activity, so the position is planned deliberately.
