Set up an Omani company - 100% foreign ownership since the 2020 law, free zones running exemptions to thirty years, ports that bypass Hormuz entirely, and hydrogen concessions among the world's largest. The quiet sultanate playing the longest game in the Gulf.
Oman's strategy is geography plus patience: Duqm and Salalah sit on the open Indian Ocean - outside the Strait of Hormuz - making Omani ports the Gulf's insurance policy and its logistics arbitrage; the Duqm Special Economic Zone has grown into one of the region's largest industrial projects with a refinery, dry dock and berths already working, and exemptions written to thirty years. The 2020 Foreign Capital Investment Law removed the old barriers in one stroke: 100% foreign ownership across most activities, no general minimum capital, registration through the Invest Easy portal in weeks. Vision 2040 money flows into green hydrogen - Omani concessions rank among the world's largest planned - mining, tourism and manufacturing, while the sultanate's diplomacy keeps it on speaking terms with everyone, which is worth more than a treaty in this neighbourhood.
The print: onshore corporate tax is 15% - the Gulf's higher-mid - with a 3% regime for qualifying small companies and VAT at 5%; dividends leave without withholding today, while certain service and royalty payments abroad carry 10%. Omanisation is enforced with intent: quotas by sector shape hiring plans, and work permits follow the quotas rather than the wish. The domestic market is five million people - Oman is a base and a gateway, not a consumer story - and the announced personal income tax (5% on high earners from 2028, the Gulf's first) changes little arithmetic and signals much direction. Free zones answer most of it: Duqm, Sohar and Salalah run 0% for ten to thirty years with 100% ownership and lighter Omanisation tiers. We match clients to the right square on this board - and the board is better than most people know.
Geography plus patience: Duqm and Salalah load on the open ocean - the Hormuz-bypass insurance shipping actually prices - while the Duqm SEZ runs a refinery, dry dock and thirty-year exemptions. The 2020 FCIL opened most sectors at 100% with no minimums; Vision 2040 funds hydrogen, mining and tourism; diplomacy keeps every partner reachable.
The terms: 15% onshore (SMEs 3%), VAT 5%, dividends clean out, services/royalties 10%; Omanisation quotas shape hiring and permits follow compliance; the market is 5M - a base, not a consumer story; PIT at 5% for high earners lands 2028, the Gulf's first. The zones answer most of it - we match you to the right square.

Can I open an Omani company without visiting?+
Mostly - Invest Easy registration, tax cards and zone applications run by power of attorney. Banks prefer meeting a signatory, and resident visas require presence for biometrics. One Muscat trip, well-sequenced, completes everything.
How much does it cost?+
Setup from $3,400, or $5,900 with banking. Zone establishments in Duqm, Sohar or Salalah are scoped per project. Renewals with accounting run from $2,000 a year.
Is 100% foreign ownership real?+
Since 2020, yes: the Foreign Capital Investment Law opened most activities to wholly foreign LLCs with no general minimum capital - the old partner-and-OMR-150k era is history. A short restricted list survives (some trades and services reserved for Omanis), which we screen your activity against before structuring. The Gulf's quietest liberalisation was also one of its most complete.
What taxes will the company pay?+
Onshore: 15% corporate (3% for qualifying small companies), VAT 5%, no withholding on dividends out, 10% on certain service and royalty payments abroad. Zones: 0% for ten to thirty years. From 2028, high-earning individuals meet the Gulf's first personal income tax at 5% - modest money, meaningful signal. We plan structures that age well under both facts.
What makes Duqm special?+
Scale and horizon: the SEZ spans a refinery, dry dock, deep-water berths and industrial land on the open Indian Ocean - outside Hormuz - with tax exemptions written to thirty years, 100% ownership, and an authority (OPAZ) that negotiates like a landlord who wants anchor tenants. For industry serving the Gulf, East Africa and South Asia, Duqm's combination of geography and certainty has no regional equal.
Why does 'outside the Strait' matter?+
Insurance and arithmetic: cargo through Duqm and Salalah never enters the Strait of Hormuz, so Omani routing prices without the chokepoint premium that spikes with every regional tension. Shipping lines, insurers and cargo owners all read the map the same way - which is why Salalah became a top transshipment hub and Duqm keeps winning industrial anchors.
How strict is Omanisation?+
Strict with intent: sector quotas set Omani-hire percentages, permits for foreign staff follow quota compliance, and enforcement is administrative reality rather than threat. The zones run lighter tiers. Our approach: the hiring plan is drafted with the licence - quota maths, training commitments, realistic timelines - so permits flow instead of stalling. Priced in, it is manageable; ignored, it is the classic Omani mistake.
Is the hydrogen story bankable?+
As bankable as the genre gets: Oman auctioned world-scale green-hydrogen blocks through a proper state process (Hydrom), global consortia hold concessions, and pilot infrastructure is funded. The frame remains early-stage - final decisions and first molecules sit years out - so today's opportunity is positioning and services, with Oman's version distinguished by process quality.
How is banking?+
Solid and conservative: Bank Muscat and peers run serious KYC, accounts open in two to four weeks on complete files, and the rial's dollar peg - defended conservatively for decades - keeps treasury boring in the best sense. Gulf-grade compliance applies; clean files onboard smoothly.
How long does it take?+
The company: one to three weeks via Invest Easy or the zone authority. Banking: two to four more. Visas under the Omanisation plan: three to eight weeks. A working, banked, permitted Omani operation inside two months is the working default.
