Creative City, officially Fujairah Creative City - Media Free Zone, was set up in 2007 by Emiri Decree and is run by the Creative City Free Zone Authority from the Twin Towers in Mraisheed. Its 2026 Regulation cites Fujairah Free Zone Law No. (1) of 2004 and Emiri Decrees No. (11) and No. (14) of 2025 as the zone's legal basis. The name undersells the licence list: the zone counts 900+ activities, and its groups include publishing, event management, IT, design, consultancy, education and general trading. Foreign owners can hold 100%. One owner forms an FZE or FZ LLE, several individuals or companies form an FZ LLC, and the zone states no specific capital requirement. Every package comes with a flexi desk open 24/7, licences can run from one to ten years, and the zone's FAQ says all licensing steps can be completed remotely, with the documents sent by email.
The conditions start with visas. The AED 3,999 Media Package lists none; Elite, at AED 9,999, lists one, and the price page does not say whether these are yearly amounts or include VAT. A new fee schedule (Decision No. 4 of 2026) was announced in June 2026 without a published table, so we quote zone fees from the live price list. On tax, a Qualifying Free Zone Person pays 0% only on qualifying income, and media, marketing and consulting are not Qualifying Activities. Fees from mainland or foreign clients are therefore non-qualifying revenue; above 5% of total revenue or AED 5,000,000 (whichever is lower), the company loses QFZP status. Selling into the UAE mainland needs a licensed distributor or a branch; for Fujairah's own mainland there is also the dual licence agreed with Fujairah Municipality, whose terms are not published.

Can I set up a Creative City company without travelling?+
For the licence, yes. The zone's FAQ says all licensing procedures can be completed remotely, and the documents are digital: they are emailed once the Articles of Incorporation are e-signed. One prerequisite is the unified ID number (UID): a founder abroad obtains it with documents from an earlier UAE visit, such as an entry stamp or tourist visa. A founder who has never been to the UAE applies for a visit visa first, with the zone's help. Residence visas are completed after entering the UAE, with a medical test and an Emirates ID application.
How much does it cost?+
Our registration work starts from $2,900; with a UAE bank account set up, from $5,400. Zone fees come on top: the zone's price page (October 2026) lists the Media Package at AED 3,999 with no visa, Elite at AED 9,999 with one visa, and Elite+ at AED 18,500. The page does not say whether these amounts are yearly or include VAT, and renewal and separate visa fees are not published, so we confirm them in your quote. The dirham is pegged at AED 3.6725 to the US dollar.
What tax will the company pay?+
Corporate tax is 0% on taxable income up to AED 375,000 and 9% above it. A Qualifying Free Zone Person pays 0% on qualifying income and 9% on other taxable income. That holds only while it keeps adequate substance in the zone, audited financial statements, transfer pricing compliance, and non-qualifying revenue within 5% of total revenue or AED 5,000,000, whichever is lower. VAT is 5%, with registration mandatory above AED 375,000 of taxable supplies and imports a year. Withholding tax is 0% and there is no personal income tax.
Will a media or consulting company really pay 0%?+
Often not on most of its income. Media, marketing and consulting are not on the Qualifying Activities list (Ministerial Decision No. 229 of 2025). Fees from another free zone company can be qualifying income where that company is the beneficial recipient; fees from mainland or foreign clients are non-qualifying. If they pass the de minimis limit, the company loses QFZP status for that tax period and the next four, and is taxed like any other company: 0% up to AED 375,000, 9% above. How long does registration take?+
Creative City publishes no processing times for the licence or visas, so we give you dates in the quote rather than a brochure figure. The sequence is fixed: application and fees, the zone's review and its request for initial approval, e-signed Articles and UBO data, then the licence documents by email. Corporate tax registration with the Federal Tax Authority (FTA) is processed within 20 business days of a complete application, and registering late carries a penalty of AED 10,000.
Can I open a bank account?+
An account can be opened with a Creative City licence - the zone's FAQ says so, and the zone runs its own banking-support page. The bank still decides: expect KYC on the owners, source of funds, contracts and a business plan, and a meeting in person or by video where the bank allows it. Can the company work with clients on the UAE mainland?+
Through the routes the rules allow. Creative City's FAQ says you can operate anywhere, but its 2026 Regulation makes work outside the zone subject to the zone's no-objection certificate, and a physical office outside Creative City needs an approved branch. The federal portal u.ae says a free zone company reaches the mainland market through a licensed mainland distributor or its own mainland branch or company. Creative City and Fujairah Municipality also offer a dual licence covering the zone and the Fujairah mainland; its fees and terms are not published, so we confirm them for your activity. A mainland branch of a QFZP is taxed at 9%.
How many visas can I get?+
It depends on the package. On the price page, Media (AED 3,999) lists no visa, Elite (AED 9,999) lists one, and Elite+ (AED 18,500) shows both 2 visas and up to 15, which we confirm before you pay. The zone's setup page runs from zero-visa packages to a 15-visa quota. A company may not exceed the allocation on its licence, and the zone may approve a limited number of extras. Residence visas issued by the zone are valid for two years.
FZE, FZ LLE or FZ LLC - which form?+
All three appear in the zone's FAQ. A single owner uses an FZE or FZ LLE, with limited liability; several owners use an FZ LLC, each liable up to the capital invested. Branches of UAE or foreign companies can open too, without a separate legal personality. The zone's legal-forms page uses other names: Sole Establishment, SP-LLC, and LLC for 2 to 50 partners. A Sole Establishment's owner is personally liable for all its financial obligations, so we confirm the exact form on your licence before filing.
What does the company owe the zone each year?+
Renew the licence before it expires: renewal fees are non-refundable, and the zone processes no service requests in the last 30 days of validity. Late renewal costs AED 50 a month, up to AED 500, under the zone's Rules. After 90 days the zone may take legal action. The UBO declaration is filed online, and changes of manager or shareholder details are notified within 15 working days. The zone states no mandatory annual audit (we check this against its 2026 Regulation), but federal duties run alongside: the corporate tax return within nine months of the year-end, and audited statements for a QFZP or a company with revenue above AED 50,000,000.
