Kuwait rebuilt its securities regime around the Capital Markets Authority created by Law No. 7 of 2010, and Article 63 names the licensable activities directly: securities broker, investment adviser, investment controller, investment portfolio manager, collective investment scheme manager, custodian, market maker and credit rating agency, plus anything else the Authority designates. Crucially, the law allows one legal person to be licensed for two or more of these activities, so a manager can hold the portfolio-management and advisory permissions in a single entity rather than stacking companies. The commercial case is the depth and age of the capital. Kuwait's sovereign wealth fund is the world's oldest, its family offices and investment houses have allocated internationally for half a century, and the local market is institutional in a way younger Gulf markets are still becoming. A CMA licence puts a manager inside that pool as a regulated counterparty rather than an outside salesperson, which is the distinction Kuwaiti institutions actually apply.
