Rwanda put virtual assets on a legal footing in 2026. The country's first virtual-asset law was adopted by Parliament on 5 May 2026 and published in the Official Gazette on 28 May 2026. It designates the Capital Market Authority as the lead regulator for virtual-asset activity, working alongside the National Bank of Rwanda on financial stability, payment systems and systemic risk: the CMA leads on licensing and market conduct, the BNR safeguards monetary and payment-system stability. Only incorporated legal entities may provide virtual-asset services, and the scope is broad - operating virtual-asset platforms, custody, cross-border transfers and real-world asset tokenisation.

Being honest about the stage matters. The law creates the framework, but the detailed rules - licensing procedures, capital and liquidity requirements, reporting obligations and supervisory mechanics - are still being defined by the CMA and the BNR. We track that closely and build to the current standard. What already makes Rwanda a serious base is the country itself: consistently ranked among Africa's best-governed and least-corrupt states, English-speaking, and home to the Kigali International Financial Centre - KIFC - with its regulatory sandbox and investor incentives.
