Pakistan moved fast. The Virtual Assets Ordinance 2025 was enacted as the Virtual Assets Act, and it created PVARA - the Pakistan Virtual Assets Regulatory Authority - as the dedicated licensing and supervision body for virtual assets and the firms that provide virtual-asset services. PVARA has since notified its licensing regulations and opened its application portal, which handles the regulatory sandbox, No Objection Certificates and full VASP licences. In December 2025, Binance and HTX received preliminary approvals, an early signal that the regime is operating rather than sitting on paper.
Two things make the timing matter. First, the transition is short: firms that were already providing virtual-asset services when the Act commenced must file an NOC application by 5 September 2026, after which operating unregistered is off the table. Second, banking is now open - State Bank of Pakistan Circular No. 10 of 2026 lets regulated banks provide accounts to PVARA-licensed VASPs, which removes the practical blocker that held the market back for years. Behind the rules sits one of the world's largest populations and deep grassroots crypto use.
