Pakistan in brief

A large, high-adoption market, now licensed.

Pakistan moved fast. The Virtual Assets Ordinance 2025 was enacted as the Virtual Assets Act, and it created PVARA - the Pakistan Virtual Assets Regulatory Authority - as the dedicated licensing and supervision body for virtual assets and the firms that provide virtual-asset services. PVARA has since notified its licensing regulations and opened its application portal, which handles the regulatory sandbox, No Objection Certificates and full VASP licences. In December 2025, Binance and HTX received preliminary approvals, an early signal that the regime is operating rather than sitting on paper.

Two things make the timing matter. First, the transition is short: firms that were already providing virtual-asset services when the Act commenced must file an NOC application by 5 September 2026, after which operating unregistered is off the table. Second, banking is now open - State Bank of Pakistan Circular No. 10 of 2026 lets regulated banks provide accounts to PVARA-licensed VASPs, which removes the practical blocker that held the market back for years. Behind the rules sits one of the world's largest populations and deep grassroots crypto use. We build the file end to end, on the correct licence class, and manage the NOC clock for firms already trading.

The regime

One Act, ten licence categories.

The PVARA regulations set out ten licence categories across the virtual-asset business. The first job is mapping your model to the right category and application track; the second is building the file to PVARA's standard. We do both.

Why Pakistan

A real market with a live, new rulebook.

The framework rests on the Virtual Assets Act and PVARA's regulations, with banking now enabled by the State Bank of Pakistan - inside one of the world's largest, most crypto-active populations.

A large, high-adoption market

Pakistan is one of the world's most populous countries, with deep grassroots crypto use. A PVARA licence gives lawful access to a genuine market, not a speculative fringe. One of the world's most populous, crypto-active countries.

A dedicated authority

PVARA was purpose-built under the Virtual Assets Act to license and supervise virtual-asset business. You apply to a named regulator with notified regulations, not an improvised reading of old rules.PVARA, purpose-built with notified regulations.

The portal is open

PVARA has notified its licensing regulations and opened the application portal for the sandbox, NOCs and full VASP licences. The regime is live and taking applications now.Sandbox, NOCs and full VASP licences - live now.

Banking is now enabled

Early-mover position

With a firm NOC deadline of 5 September 2026, firms that prepare now take an established seat while the market is still forming. The clock rewards those who move first.A firm 5 Sep 2026 deadline rewards moving first.

A serious compliance bar

The Act carries real AML duties and consequences for operating unregistered. That raises the standard and makes a properly licensed Pakistani VASP a credible, bankable counterparty.Real AML duties - credible, bankable licensees.

Taxation of crypto companies in Pakistan.

Company profits carry Pakistan's 29% corporate rate, with super tax on higher-income tiers. Crypto-specific tax practice is settling under the new regime, so we build on the current position and track it closely.

29% corporate rate

Resident companies are taxed at 29% on profits, with ordinary deductions - a straightforward base figure to model for the licensed business.Resident-company rate; ordinary deductions.

Super tax on higher tiers

A super tax applies to higher-income entities on a graduated scale under the Income Tax Ordinance. We model it against your projected profits rather than assume it away.Graduated, on higher-income entities.

Crypto tax practice settling

How virtual-asset income and gains are treated is settling alongside the PVARA regime. We build on what is current and flag clearly what is still moving.Built on current; moving parts flagged.

Sales tax on services

Federal and provincial sales tax applies to supplies of services in the usual way. We map it onto your fee income rather than assume an exemption.Planned for, not assumed away.

Withholding on cross-border flows

Payments abroad can attract withholding under Pakistani rules and its treaties. We structure flows so the outcome is deliberate for an international business.Flows structured deliberately.

Records serve both

The AML and licence record-keeping the Act requires also underpins the tax position - regulator-grade books double as tax-office-grade books.Regulator-grade books serve tax too.

FAQ

The Pakistan crypto licence, answered.

Does Pakistan license crypto now?+

Yes. PVARA - the Pakistan Virtual Assets Regulatory Authority - was created under the Virtual Assets Act, has notified its licensing regulations and opened its application portal. The regime is live and taking applications.

Which activities does the licence cover?+

Ten categories, from exchange, custody and brokerage to advisory, transfer and settlement, issuance, derivatives, asset management, lending and borrowing, and mining-related services. We map your model to the right category first.

What is the transition deadline?+

Firms that were already providing virtual-asset services when the Act commenced must file an NOC application by 5 September 2026. After the transition, operating unregistered is unlawful - so preparation now protects continuity.

Yes. State Bank of Pakistan Circular No. 10 of 2026 allows regulated banks to provide accounts to PVARA-licensed VASPs, which removes the banking blocker that constrained the market for years.

How much capital is required?+

The PVARA regulations set capital by licence category, so there is no single figure. We scope your capital against the rules for your specific services rather than quote a generic number.

What substance does PVARA expect?+

A Pakistani company with genuine local presence and management: fit-and-proper directors, a compliance function on the ground, real systems and proper custody. Nameplate setups do not pass a serious review.

How are crypto companies taxed?+

A 29% corporate rate on profits, plus super tax on higher-income tiers. Crypto-specific tax practice is settling under the new regime, so we model on the current position and track changes.
