Bhutan does licensing differently. Mainland Bhutan has no general crypto licensing regime; the venue is Gelephu Mindfulness City - GMC - a Special Administrative Region on the Indian border, announced by the King in December 2023 and given its own legal system. Financial life inside it runs on the GMC Financial Services Act 2025, a single omnibus statute with subsidiary rulebooks, and any firm carrying on regulated financial services or virtual-asset activities in or from GMC needs a licence from the Gelephu Financial Services Office, the GFSO. In May 2026 the GFSO opened an accelerated pathway for digital-asset firms already licensed in recognised centres such as Singapore, ADGM or Hong Kong - the exchange BTSE took the first in-principle approval under it, covering a virtual-asset trading facility and custody.
What makes this new jurisdiction credible is who stands behind it. Bhutan mines bitcoin at sovereign level through Druk Holding & Investments, powered by hydropower, and in December 2025 the Kingdom pledged up to 10,000 BTC - about US$1 billion - to back GMC's development. The city said in January 2025 it would hold BTC, ETH and BNB in strategic reserves; Bitget signed a cooperation agreement with the GMC Authority in August 2026, and 3iQ took a mandate over part of the bitcoin treasury the same month. Incentives include 0% corporate tax for select priority-sector companies. The regime is young and the rulebooks are fresh - we say so plainly, and we build the GMC company and GFSO file end to end.
