  • Direct licensing by the Curacao Gaming Authority (CGA) under the LOK — Landsverordening op de Kansspelen, P.B. 2024, No. 157 — the old master-license model is gone.
  • One B2C license covers casino, betting, poker, slots and lottery.
  • Low tax, no formal minimum capital — but local substance (office, resident director) is required, with enforcement of the staffing rules extended to April 2027.
  • Best for: fast, cost-efficient entry, especially into LatAm, Asia and Africa.

Malta — MGA

  • Licensed under the Gaming Act (Cap. 583) and the Authorisations Regulations (S.L. 583.05) — split into a B2C Gaming Service Licence and a B2B Critical Gaming Supply Licence.
  • AML sits with FIAU, not MGA — the Financial Intelligence Analysis Unit supervises AML/CFT separately from the gaming regulator itself.
  • EU passporting — the strongest standing for EU-facing operators and banks.
  • Higher cost and capital requirements than Curacao or Anjouan.
  • Best for: EU market access and long-term regulatory credibility.

Kahnawake

  • Licensed by the Kahnawake Gaming Commission, established under the Kahnawake Gaming Law (Mohawk Council Resolution — MCR 26/1996-97) — one of the longest-running online gaming regulators.
  • Well-established for poker and casino platforms specifically — including bookmaker licenses for sports and betting license structures.

Anjouan
