A Curacao license now comes directly from the Curaçao Gaming Authority (CGA, formerly the GCB) under the LOK, the National Ordinance on Games of Chance (P.B. 2024, No. 157). We set up the Curaçao company, the resident director and key persons. Then we prepare both review phases and answer the CGA’s questions through to its decision.
An online casino or sportsbook needs the B2C online gaming license, and a game studio or platform the B2B supplier license. The sublicense era is over. Every operator now holds its own license.
Updated
For years a Curacao license meant a sublicense under one of four master licenses issued under the 1993 offshore gaming ordinance (NOOGH). That system ended when the LOK entered into force on 24 December 2024. The Curaçao Gaming Authority, the former Gaming Control Board, now licenses every operator directly, so anyone searching for a GCB license today needs a CGA license.
The applicant must be a company incorporated under Curaçao law with its statutory seat on the island and at least one managing director resident in Curaçao. The CGA reviews a B2C file in two phases of eight weeks each. A provisional license of up to six months covers the second phase, and the definitive license is granted for an indefinite period.
Which license fits your business:
Government fees: €4,592 to apply, then €47,450 a year for B2C or €24,490 a year for B2B. The applicant is a Curaçao company with a resident director. A B2C file goes through two 8-week review phases, the second under a provisional license of up to six months. The definitive CGA license, B2C or B2B, is held directly and runs for an indefinite period.
Under the LOK, operators offering games of chance hold the online gaming license, while providers of critical services and goods hold the supplier license. We settle which one applies to you before anything is filed.
The license to organise games of chance online, in or from Curaçao (LOK, art. 5.1). It covers casino, live games, sports betting and poker, and is held by a Curaçao company with a resident director.
The license to provide critical services or goods in or from Curaçao (LOK, art. 5.13), such as game content, casino and sportsbook platforms and similar supply to licensed operators.
You pay government fees directly to the CGA and the National Treasury. Our fee is fixed in writing before we start.
Curaçao kept what made it iGaming’s default license and added a public register that banks and payment providers can check.
The LOK gives the CGA eight weeks per phase to decide on a complete file, with an extension of at most four weeks.
Every operator holds its own CGA license and appears on the CGA license register, which banks and PSPs check.
After the provisional license, the license runs for an indefinite period. It stays valid, with no need to reapply, as long as you meet the conditions and pay the annual fees.
One €4,592 application fee, then fixed annual fees under the CGA’s published schedule. You can set the budget before you apply.
You need a Curaçao company, a resident director and, for B2C from April 2027, a full-time local key person. That is real substance on the island, with lower overheads than a European license.
Platforms, game studios and payment providers already work with Curaçao licensees, so you can run integrations while the CGA reviews your file.
PRIF is Prifinance’s own turnkey online casino platform, with games, the cashier, bonuses and the back office already running. You can launch under our license in 2–4 weeks or under your own Curaçao license, and the platform will be ready before your license is.

The table uses the CGA fee schedule for government fees and the LOK for review periods. This is the usual path:
| Step | Government fee | Typical time |
|---|---|---|
| Free legal opinion: license type and structure | None | 2–5 business days |
| Curaçao company, resident director, key persons | Company registration fees | Before filing |
| Phase 1: application to the CGA | €4,592 application fee + €150 per UBO | 8 weeks after a complete file (+4) |
| Phase 2 under a provisional license | First annual fees, pro rata | 8 weeks (+4); provisional license up to 6 months |
| Definitive B2C license | €47,450 a year: €24,490 license fee + €22,960 supervisory fee | Indefinite term; fees due by 15 January |
| B2B supplier license | €4,592 application · €24,490 a year | Decision within 8 weeks (+ up to 8) |
| Each main domain | €250 one-time | Declared with the application |
B2C: with the company ready and a complete file, operations can usually start under the provisional license about 3–4 months after the first call. The CGA decides on the definitive license at the end of phase 2. The fees shown are from the CGA schedule of 15 October 2025 and can change by national decree. Our fee is fixed in writing after the free legal opinion.
The CGA assesses each of these under the LOK. Its clock starts only on a complete file, so we prepare everything before submission:
Crypto deposits are allowed for gambling services only, under the CGA crypto policy of June 2026. It requires regulated VASP partners, blockchain analytics and wallets held by the licensed company.
Reflects the LOK (P.B. 2024, No. 157), the CGA fee schedule of 15 October 2025 and CGA policies, as of October 2026.
We map your brands, domains and markets, then confirm B2C or B2B and the fixed cost in writing. It takes 2–5 business days.
Next comes the Curaçao company with its statutory seat and the resident managing director. B2C operators add the local key person from April 2027.
The application, corporate information and personal history disclosures go in as one complete file, and the CGA decides within eight weeks.
You go live under the provisional license of up to six months while the CGA reviews the second phase within eight weeks.
The CGA grants the license for an indefinite period. Then we run your compliance calendar, which covers annual fees by 15 January, reports and changes to domains and UBOs.
We incorporate the company with its statutory seat on the island and arrange a resident managing director, as the LOK requires.
Corporate, key-person and product documents are prepared for each phase and filed complete, because the CGA counts its eight weeks only from a complete file.
Responsible gaming, AML/CFT and the operations manual become working procedures before you go live.
We line up platforms, game suppliers and payment providers in step with the license phases.

It is a license from the Curaçao Gaming Authority (a CGA license) under the LOK, the National Ordinance on Games of Chance (P.B. 2024, No. 157). Operators offering games of chance online hold the online gaming license (B2C). Providers of critical services or goods, such as game content and platforms, hold the supplier license (B2B).
No. Online casinos, sportsbooks and other games of chance all run under the same online gaming license (B2C) from the CGA. What people call a Curacao casino license, a Curacao eGaming license or a Curacao iGaming license is this license. Game and platform providers need the supplier license (B2B) instead.
The Gaming Control Board (GCB) is now the Curaçao Gaming Authority (CGA), the regulator under the LOK. Licenses issued today are CGA licenses held directly by each operator. The old master licenses and their sublicenses were phased out with the LOK.
No. Master licenses and their sublicenses ended with the LOK, and the CGA now licenses every operator directly. If you want to launch before the CGA decides on your own license, you can start on PRIF, our casino platform, under our license (white label) in 2–4 weeks, then move to your own Curaçao license and keep your players.
You need a company incorporated under Curaçao law with its statutory seat on the island, at least one managing director resident in Curaçao and, for B2C from 1 April 2027, a full-time key person registered in Curaçao. Key persons and UBOs must pass the CGA’s fit and proper checks, and the file includes a business plan, source of funds, AML/CFT and responsible gaming policies and certified games.
The CGA fee schedule sets a €4,592 application fee, €150 per UBO and €250 per main domain, then annual fees of €47,450 for a B2C license (€24,490 license fee plus €22,960 supervisory fee) or €24,490 for a B2B supplier license. Add the Curaçao company, the resident director and local key person, compliance staff and our fixed fee, confirmed in writing before we start.
The CGA decides each of the two phases within eight weeks of a complete file, extendable by four weeks. A provisional license of up to six months covers the second phase, so with the company prepared first, operations can usually start about three to four months after the first call.
The definitive license is granted for an indefinite period (LOK, art. 2.1), as long as you meet the license conditions and pay the annual fees by 15 January each year. The provisional license lasts up to six months and can be extended by up to six months.
Yes. The license holder must be a Curaçao company with its statutory seat on the island and at least one managing director resident in Curaçao. B2C license holders must also employ at least one key person registered in Curaçao full-time, and three once the LOK’s first four years have passed; the CGA has postponed this local substance requirement, so compliance is not required before 1 April 2027.
The international market outside jurisdictions that require their own license, such as the UK, regulated EU markets and US states. We review your target markets in the legal opinion and structure the group accordingly.
Yes, for gambling services only, under the CGA crypto policy of June 2026. The licensee may not act as an exchange or payment provider, must work with regulated VASPs, screen deposits with blockchain analytics and hold player funds in wallets owned by the licensed company.
In October 2026 the CGA announced that its online gaming portal will not return to service after unauthorised access, and moved licensing to interim arrangements while a new platform is introduced. Existing licenses remain valid. We file through the channel the CGA prescribes at the time.
Annual fees by 15 January, incident and change reporting, a current domain list, AML/CFT and responsible gaming controls, an up-to-date operations manual for B2C and the CGA’s change of control procedure for new owners. We set this up as a compliance calendar with the license.
Banks and PSPs ask for a direct CGA license on the public register. Acceptance still depends on each provider’s risk policy, so we introduce you to platforms and payment providers that work with Curaçao licensees.
No one can. The CGA decides on each file. We prepare a complete, accurate file, handle the CGA’s questions and tell you upfront if your project does not fit the Curaçao rules.
