Dubai's training and HR district, where the licence is the easy part.
Dubai Knowledge Park is one of the business districts licensed by the Dubai Development Authority and run by TECOM Group, alongside Dubai Internet City and Dubai Media City. Its difference is a chapter of its own in the DDA's licence categories, with segments that include professional and management training, language, computer and technical courses, tutoring, HR consultancy, executive search, research, content development and assessment, each AED 15,000 a year with one or three activities. The vehicle is an FZ-LLC with one to 75 members, individuals or companies of any nationality, and an AED 10,000 minimum capital under the DDA's default rule. Registration costs AED 3,500. DKP says setup usually takes 7 working days, and the licence comes as an electronic file rather than a paper certificate.
Training on the DDA's education list needs a no-objection certificate from KHDA before the licence is issued, and we confirm KHDA's fees and timing for your activity first. Executive search firms keep an AED 100,000 deposit or bank guarantee with the Authority for as long as they hold the licence. DKP's own FAQ says the licence covers the free zone only, and Dubai mainland work needs a distributor, a branch or a permit. On tax, DKP's activities are not federal Qualifying Activities, so the free zone 0% holds only while income from individuals and non-free-zone clients stays within 5% of revenue or AED 5,000,000, whichever is lower. Audited accounts go to the DDA every year.

Can I set up a Dubai Knowledge Park company without flying in?+
For the company, yes. Applications go through TECOM's axs portal; when we file for you, you sign a power of attorney notarised and attested up to the UAE Embassy, and a corporate member has its board resolution notarised and attested by the UAE Embassy the same way, because the UAE is not a party to the Apostille Convention. The residence visa is different: the medical test and the Emirates ID application need you in the UAE, so plan a trip for them.
How much does it cost?+
Our registration work starts from $2,900; with a UAE bank account set up, from $5,400. Zone fees come on top: the DDA charges AED 3,500 to register an FZ-LLC and AED 15,000 a year for each licence segment, plus AED 10 + AED 10 in Knowledge and Innovation Dirham fees per transaction, and the lease is separate. The segment fee is due again at every yearly renewal; TECOM's own pages show different visa fees, so we quote those for your case.
Do I need KHDA approval?+
For training on the DDA's education list, yes. The licence rules require KHDA's no-objection certificate before the DDA issues the licence, and TECOM names training among the activities that need an outside approval. Before filing we confirm whether your exact activities are on the list, and KHDA's fees and timing for them.
Is a Dubai Knowledge Park company tax-free?+
No. Corporate tax is 0% on taxable income up to AED 375,000 and 9% above. A Qualifying Free Zone Person pays 0% on qualifying income, but DKP's activities are not on the federal Qualifying Activities list and training sold to individuals is an Excluded Activity. If income from individuals, mainland firms or clients abroad passes 5% of revenue or AED 5,000,000, whichever is lower, the company loses the status for that tax period and the next four and pays the standard rates. VAT is 5%; there is no personal income tax.
Can a DKP company work with clients on the Dubai mainland?+
Not on the free zone licence alone. DKP's FAQ says the licence lets you operate only within the free zone, and the DDA's fines decision sets AED 20,000 for activity outside the zone without meeting the requirements. The routes are a licensed mainland distributor, a mainland branch or company, or, under Dubai Executive Council Resolution No. (11) of 2025, a branch licence or a permit valid for up to six months at AED 5,000, each needing the DDA's approval. The permit covers non-regulated activities such as consultancy, and revenue earned under it is taxed at 9%.
How long does it take?+
DKP says setup usually takes 7 working days: 4 for initial approval and 3 to issue the licence. The DDA's service page lists 10 working days for provisional approval and 2 for registration, so we confirm your dates in the quote. KHDA approval for training comes before either, and the establishment card, visas and bank account follow the licence on their own timelines.
How many visas can the company get?+
Visas follow leased space: one employee per 80 sq ft. DKP also lists D/Quarters co-working, located in Dubai Media City and Dubai Science Park, from AED 1,200 a month with one work permit or from AED 2,500 with two. Each visa needs the establishment card first, and the medical test and Emirates ID are done in the UAE.
Is there a cheaper route for a solo trainer?+
Yes, if you work alone under your own name. The DDA's education freelancer permit costs AED 7,500 a year, and DKP's GoFreelance package is AED 7,520 without a visa, for one activity such as Trainer, Executive Coaching or Education Advisor. You cannot trade under a company name or hire and sponsor staff; the optional visa and the AED 2,000 establishment card are extra.

Each UAE bank or EMI applies its own KYC and sets its own timeline. Expect questions on the source of funds, your contracts and the business plan. We build that file and tell you which options are realistic before you pay; from there, the bank's own timeline runs.
What does a DKP company file every year?+
The licence renews online before expiry at the segment fee. Audited accounts from a UAE-registered auditor go to the DDA through axs within six months of the year-end; filing late can cost AED 10,000, doubled for a repeat within a year. Add a members' meeting each calendar year, the UBO declaration in axs, corporate tax registration within three months of incorporation (AED 10,000 if late) and a tax return within nine months of each period.
