A 2023 law that reads like Europe's - and a register that filled fast.

Azerbaijan rebuilt its payments perimeter in one statute: the Law on Payment Services and Payment Systems, approved in August 2023. It licenses three actors through the Central Bank - payment institutions, e-money institutions and payment-system operators - and the service list will look familiar to anyone who has read PSD2: cash placement and withdrawal on payment accounts, credit transfers, direct debits and card payments, issuing and acquiring, money remittance, payment intermediation and account-information services. Article 48.1 makes the licence a precondition for any of it; Article 4.2 sends the minimum charter capital to the Central Bank's normative acts; Article 7.1 gives licensees three ways to protect customer funds - a segregated account at a bank, investment in low-risk assets, or liability insurance. Agents are registered on a ten-business-day clock.

The register shows the regime is being used, not admired: fourteen e-money institutions and six payment institutions were licensed within the law's first years, including the country's largest processors and wallets. The market behind them is ten million people with oil-economy spending power, near-universal card penetration and a state that has pushed cashless payments for a decade. Tax is 20% corporate with 18% VAT, and technology-park residents pay materially less. Baku sits where Türkiye, the Caucasus and Central Asia meet, which is what makes an Azerbaijani licence interesting beyond its own market. We build the CBA file end to end from our CIS desk.
