Kyrgyzstan regulates its securities market through the Financial Market Regulatory and Supervisory Service, which sits under the Ministry of Economy and Commerce and publishes instructions for obtaining licences and certificates. Professional participation in the securities market - brokerage, dealing, trust management of securities, depository activity and registrar activity - is licensed, with documentary and capital requirements set in the Service's regulatory legal acts and confirmed against the acts in force at filing rather than quoted from summaries. Individuals working in the market hold their own certificates, which the same Service issues.

The commercial case is openness and cost. Kyrgyzstan has been the most liberal economy in Central Asia for three decades: company formation is quick, foreign ownership is unrestricted in ordinary sectors, the tax system is one of the simplest in the region, and membership of the Eurasian Economic Union puts a Kyrgyz company inside a customs and labour union reaching Russia, Kazakhstan, Belarus and Armenia. The domestic securities market is small - that is the hard limit, and it means Kyrgyzstan works as a regional operating base and a licensed home for regional client books rather than as a destination market. Is there an EU passport?+

No. Kyrgyzstan is outside the EEA. It is a member of the Eurasian Economic Union, which matters for regional structures but confers no securities passport. EU client bases are served from EU-licensed entities.
