Jersey registers rather than licenses: art. 7(1) of the Financial Services (Jersey) Law 1998 (consolidated from 11 December 2024) forbids financial service business in or from the island without JFSC registration, and the 2009 Order slices investment business into class A (dealing in investments), class B (managing investments), class C (investment advice where the firm may hold client assets) and class D (advice where a condition prevents it). The Investment Business Code of Practice, in force since 17 January 2022, prices the entry: £25,000 paid-up share capital and net assets for classes A to C, £10,000 for class D, and adjusted net liquid assets at 110% of the Total Requirement, recomputed every business day where the firm carries position, counterparty or currency risk (s. 5.1). Professional indemnity cover is the greater of three times relevant fees, 10% of controlled assets or £1,000,000 (5.2.5-5.2.8). Fund services business is a separate registration in classes U to ZI.
The people rules are the real threshold. A registered firm must be effectively directed by at least two appropriately qualified individuals (IB Code 3.1.2.1) and by three where it controls client assets (3.1.2.2), with only one family member counting (3.1.2.4), and it must appoint a compliance officer based in Jersey (3.5.1.4, 3.5.4.2). Client money goes into client bank accounts held as trustee under the Client Assets Order 2001 (arts 4 and 6(3)). The Law sets no decision period; the JFSC's FAQ says a successful application normally progresses in the region of six weeks, with approval or reasons within two weeks of the final responses. Fees follow the JFSC fees notice, uplifted 2.5% from 1 January 2026 - we quote the current figures rather than print stale ones. What licence does an investment firm need in Jersey?+
Registration with the JFSC under art. 7(1) of the Financial Services (Jersey) Law 1998 for the relevant classes: A dealing, B managing, C advice with client assets, D advice without. Fund-side firms register for fund services business classes U to ZI instead, or as well.
What capital is required?+
£25,000 paid-up share capital and net assets for classes A, B and C, £10,000 for class D, plus adjusted net liquid assets at 110% of the Total Requirement (IB Code 5.1). Fund services tiers run £10,000, £25,000, £250,000 and £500,000 by class.
What are the fees?+
Set by the JFSC fees notice - the 2026 notices took effect on 1 January 2026 with a 2.5% general increase. The investment business figures change with each notice, so we quote the current ones to you from the notice in force.
How long does registration take?+
The Law sets no decision period. The JFSC's FAQ says a successful application normally progresses in the region of six weeks, and the regulator aims to approve, or give its reasons, within two weeks of receiving responses to its final queries.
What people does the JFSC require?+
Effective direction by at least two appropriately qualified and experienced individuals, three where the firm controls client assets, only one of whom may be from the same family (IB Code 3.1.2), and a compliance officer based in Jersey (3.5.4.2). Principal persons must be fit and proper (art. 9(3)).
What about professional indemnity insurance?+
The greater of three times relevant fees and commissions, 10% of controlled assets or £1,000,000, with an aggregate cap of £5,000,000 and an excess of no more than £5,000 or 3% of annual fees, whichever is greater (IB Code 5.2.5-5.2.8).
How are Jersey investment firms taxed?+
0% is the standard company rate; registered financial services companies pay 10% under art. 123D; the 15% MCIT applies only to groups above EUR 750 million from 1 January 2025. GST is 5% with financial services exempt.
Can I run a fund from the same firm?+
Yes, with the fund services classes: a class U manager or class X investment manager, and a Jersey Private Fund is authorised in 24 hours once a registered designated service provider is in place. Fund management then triggers the Economic Substance test.
Jersey or Guernsey for a new firm?+
Close cousins: Guernsey offers a fast-track POI licence considered within 10 business days, a private fund registered in one business day and no GST; Jersey offers the six-week indication, the JPF in 24 hours and the deeper investment-business rulebook. Both tax the regulated firm at 10%. The service providers you already use usually decide.
