Serbia in brief

A ten-year approval with a €50,000 monthly floor.

Online gaming in Serbia runs on the Law on Games of Chance (Official Gazette of the RS 18/2020), amended by 94/2024 with effect from 06.01.2025. The Games of Chance Administration, part of the Ministry of Finance, grants the approvals for online games, slot clubs and betting; casino licences come from the Government (arts. 19-20). Games through means of electronic communication are their own approval category (art. 20). The approval runs ten years and can be extended by decision for another ten if the conditions still hold (art. 97(1)-(2)). The extension request goes in within the 90 days before expiry, and operations must start within 120 days of approval (art. 97(3), (5)). In practice the holder is a Serbian company: the application asks for a Business Registers Agency extract showing share capital, and all 25 holders on the Administration's list are Serbian d.o.o. companies. Operators had until 06.07.2025 to bring their set-ups into line with the amended Law.

The money changed on 06.01.2025. Art. 102 charges a monthly fee of 15% of stakes minus winnings, 25% for live games played against the organiser, with a combined minimum of €50,000 a month in dinar equivalent: €600,000 a year before the 15% does any work. The separate fee for the approval itself (art. 101) we confirm with the Administration before quoting, as we do the online share capital (art. 93) and the deposit or bank guarantee (art. 94). The equipment premises must be in Serbia, and the databases or a replica server must sit on Serbian territory, open to the Administration (art. 95(2)). Two products are off the table. Player-versus-player games such as Texas Hold'em are banned online (art. 10 pt 31), and classic lotteries belong to the National Lottery of Serbia (art. 17). Unlicensed foreign sites have their IP addresses blocked and their payments stopped by Serbian banks and payment providers (art. 122(5)).

Betting shops and slot clubs need the Administration's approval; casinos need a Government licence, decided within 30 days (art. 37(3)). Fees carry per-unit floors: 15% with at least €1,000 per betting shop or €100 per machine, and 25% with at least €2,000 per casino table.

What licence does Serbia issue for online gaming?+

An approval from the Games of Chance Administration for special games of chance through electronic communication (art. 20). It runs ten years and can be extended for ten more by decision (art. 97). Casinos need a Government licence instead.

What does the online approval cost each month?+

Can a foreign company hold the approval?+
