Northern Territory in brief

A Territory licence inside a federal fence.

Two statutes set the frame. The Racing and Wagering Act 2024 (NT), reprinted as in force at 22 June 2026, establishes the Northern Territory Wagering Commission (s.14(1)) and gives it the power to determine applications and issue licences (s.16(b)). Its guidelines carry the name Northern Territory Racing and Wagering Commission, and Licensing NT runs applications and renewals. The sports bookmaker licence is in s.122, eligibility in s.130, key person licences in ss.123-125, and the term is whatever the licence specifies (s.141) - up to 20 years, per the NT Government. Above all of it sits the Commonwealth Interactive Gambling Act 2001. Section 15AA requires an online wagering service for Australian customers to hold a state or territory licence, and ss.5, 8A and 10B limit that service to racing and to sport before the event begins. Online casino and poker cannot be licensed anywhere in Australia.

The money is set in revenue units by the Racing and Wagering Regulations 2024: 20,000 units to apply for a sports bookmaker licence, 20,000 to renew and 20,000 a year - A$29,800 each at A$1.49 a unit from 1 July 2026, free of GST. A betting exchange licence carries the same schedule, and each key person licence is 150 units. Security is capped at A$250,000 (s.136(2)). The NT wagering tax in ss.144-145 comes on top, and we confirm its current rate with the Territory before quoting. Guideline 1/2025 of 10 December 2025 then added substance: an office in the Territory under the licensee's exclusive possession and control - no virtual or shared offices, no residential addresses - and a nominee who lives in the NT, holds a key person licence and cannot act for several licensees. Without a current approved nominee, the licence cannot operate.

What no Australian licence covers

Online casino games and online poker are prohibited interactive gambling services under the Interactive Gambling Act 2001 (ss.5, 15), and in-play betting on sport (s.10B) falls outside the online exemption in s.8A. An offence carries up to 5,000 penalty units, a civil penalty up to 7,500.

Taxation of gaming operators in the Northern Territory.

Can an NT licence cover online casino?+

No. Online casino games and online poker are prohibited interactive gambling services under the Interactive Gambling Act 2001 and cannot be licensed anywhere in Australia. Providing one to Australian customers is an offence carrying up to 5,000 penalty units (s.15).

Can we offer in-play betting?+

Not online on sport. The online exemption in IGA s.8A covers racing, and sporting events only to the extent the service is not in-play; s.10B defines in-play as bets placed or accepted after the event begins.

What does the licence cost?+

20,000 revenue units to apply, 20,000 to renew and 20,000 each year under the Racing and Wagering Regulations 2024. At A$1.49 a unit from 1 July 2026 that is A$29,800 each time, GST-free. Key person licences are 150 units.

How much security is required?+

Up to A$250,000. The Regulations prescribe that maximum for s.136(2) of the Act, and the NT Government asks applicants to have a bank guarantee of up to that size available.

Do we need an office in the Territory?+

Who is the nominee?+

The Northern Territory or the Isle of Man for a betting operator?+

For Australian customers the Isle of Man is not an option: IGA s.15AA requires a state or territory licence, and the NT sports bookmaker licence is one. The Isle of Man does better for the rest of the world - 0% corporate tax, duty from 1.5% of yield and casino products. A group with an international book may need both.
