The Baltic fund regime built for people who ship.

Estonia splits fund management into two clean routes. A full operating licence from Finantsinspektsioon is required for managers of public investment funds, pension funds, UCITS and large alternative investment funds. Below that, a small fund manager - running non-public funds aimed primarily at professional investors - may choose: apply for an operating licence anyway, or register with the regulator without one. The clock is written down: the decision to grant or refuse a licence is taken within two months after all necessary documentation and data have been received, and no later than six months after the application arrives. The application fee is EUR 3,000. From March 2026 applications run through the regulator's online portal.

For a first-time or mid-sized manager that combination is unusually good. Estonia is in the EU, so the AIFMD and UCITS frameworks apply with their passports; the regulator answers in English and publishes its requirements; company formation and administration are digital; and the corporate system taxes retained profits at 0%, charging only on distribution, so the management company compounds its own fee income while it grows. Add Baltic salaries for compliance and operations staff, and the total cost of running a licensed manager here is a fraction of Luxembourg's. We test which route the strategy needs, then build it.
